(CC 16/2/1826) – TO THE EDITOR OF THE CORK CONSTITUTION – SIR – In times like the present, when such trouble is taken, and such expense incurred, by the well disposed part of Society, to promote not only education but industry amongst the lower classes, I feel it a duty I owe the public to request the insertion of the following occurrences in your most respectable and widely circulated Journal. On passing through the village of Ballyhooly last week, I was led to enquire why so few of the inhabitants sent their children to the School principally supported under the Kildare-street System, which appeared to me so properly arranged for their instruction. I was informed by the master and other respectable inhabitants, that within a very few days the Coadjutor Priest had twice visited it: on the first occasion many of the boys fled, and on his second visit he made use of his cane, together with many violent threats (such as refusing them and their parents the rights of the Church) to disperse them.* On further enquiry in the School, I found the worst feature of the business yet to be told. A Nobleman in the neighbourhood, LORD ENNISMORE, with his usual anxiety for the prosperity and welfare of his poor people, and their little children, procured wheels for the instruction of the females, in spinning, and lest any opposition should be made to their little exertions to learn, the master told me his Lordship caused a separate apartment to be prepared and furnished for them, in which he gave directions that no Bible should be (nor was) introduced. This deluded man, however, appears determined to oppose all species of industry, as well as education; with equal zeal he attacked these little females, drove them from their wheels, and denounced those who should dare to return. The infatuated Coadjutor did not rest here, for a few evenings following on his return to his lodgings, after being occupied in one of his avocations, he discovered an edition (as I have been informed) of the Doway Bible in the kitchen occupied by the people of the house, he immediately seized it, violently abused the family, threw it into the fire, and watched its last embers before he retired, and amongst many other horrid expressions, said, ‘it was a d____d proselyting thing, and would lead them to Hell.’ Such conduct as the above will speak for itself. – I am, Sir, &c., - A SUBSCRIBER – Feb. 13, 1826

*If the introduction of the Bible was the cause, I have been credibly informed that the Doway Version only was used by the Children of the Roman Catholic persuasion, under the instruction of a master professing the same tenets.

(CC 8/7/1826) – REWARD – WHEREAS, on the night of WEDNESDAY, the 14th of June, 1826, a DWELLING HOUSE and LARGE RICK of FIRZE, were feloniously and maliciously BURNED by some evil minded person or persons, on the Lands of KILLATTY, in the Barony of Fermoy, and County of Cork, the property of CORNELIUS FOLEY, of Killatty, aforesaid, Farmer.  - Now, we, whose names are hereunto subscribed, holding in just abhorrence such wanton and atrocious deeds, do hereby offer to pay the several sums annexed to our names, for apprehending and Proscecuting to conviction within 12 calendar months, from the date hereof, the Incendaries guilty of such Wanton Outrage – and in order to being the perpetrators to a speedy and condign punishment, we will pay the sum of TWENTY POUNDS for such Private Information as will lead to the discovery and conviction of the person and persons concerned.

CE 6/2/1846) – THE POTATO CROP IN CASTLETOWNROCHE – PETITION TO THE LANDLORDS (Letter to ‘The Cork Examiner’, editor’s comment not transcribed here)

Castletownroche, January 1846. SIR – In compliance with the request of the meeting held at C. T. Roche and Ballyhooly, I enclose the report and resolutions adopted at those meetings, hoping that after you take into consideration all the circumstances of the petitioners you will see the expediency, the propriety, and I may say the necessity of yielding to the wishes of those, who, when suffering under unforeseen losses, hardships, and privations, over which they have no control, should naturally look up to you for relief and protection. - If the Farmers has instructions from their landlords to repair all the boreheens or farm roads in both parishes, there would be employment for all the unemployed labourers in the two parishes, until some public works would be commenced, which would be a great relief for the poor people. - I have the honour to be, Sir, your obedient servant, JAMES FITZPATRICK, PP

At a meeting of the farmers and labourers of the Union of Castletownroche and Ballyhooly, held in the Chapel of C. T. Roche, on the 6th of January. 1846, for the purpose of the purpose of ascertaining the state of the potato crop, and to devise such means as may be deemed advisable or necessary to avert the many evils attendant on a scarcity of provisions amounting to Famine, Chairman, the Rev. James Fitzpatrick, PP.

After the strictest enquiry and investigation it is found that half of the potato crop is unfit for human food and that the disease is progressing. That more than half of the labourers are unemployed, and are likely to continue so for the ensuing three months and during the months of July and August, as the Farmers will not have money nor food to give them.

It is also found that more potatoe ground was tilled in the year 1844 than in 1845, and lastly, that last year’s crop was not an average one. Under the circumstances it was unanimously resolved: -

1stly. That the landlords deriving any interests in these parishes, be requested to leave it optional to the farmers to pay at any time before the 1st of November next, such portions of their rents as they will be able to pay, in order that they may avail themselves of the highest prices during said time.

2ndly. That the landlords be requested to forgive a portion of their rents equal to the loss sustained by their tenants in consequence of the failure of the potato crop.

3rdly. That the several landlords, on whose property there are rugged boreheens, be requested to employ the labourers on said property to repair the same.

4thly. That a memorial be presented to the Lord Lieutenant to advance a sum of money sufficient to build a bridge over the Blackwater at Bridgetown, and that the several landlords having an interest in these parishes be requested to sign the same.

5thly. That a memorial be forwarded to the Lord Lieutenant, soliciting a sufficient sum to build two Chapels, one in Castletownroche, and the other in Ballyhooly, as the Chapel in Ballyhooly is too small and the one in Castletownroche can scarcely be called one, being more like a barn of Cow-house than a house of Worship, being only 17 feet wide, the walls only 10 feet high, and not having now sufficient thatch to keep out the rain.

6thly. That the Chairman do forward a copy of the above resolutions to the different landlords having any interest in these parishes, requesting their replies and signatures to these memorials.

(CE 20/2/1846) – Castletownroche, Feb. 12, 1846 – I am happy to be able to inform you that Henry M. Smyth, Esq., of Castlewidenan, has given a site for a Chapel, rent free, and a site for a Presbytery, at a nominal rent. I expect that all the landlords connected with this parish will contribute towards erecting a suitable edifice for the worship of God for their tenants. Part of the present wretched one lately fell, and the centre part, under which the Parish Priest offers the Holy Sacrifice, is only supported by temporary props. After a raining Saturday, the people must bring into the chapel flat stones to kneel upon, in order to keep them out of the water. [From a respected correspondent]

(1) (CE 10/11/1847) TO THE EDITOR OF THE CORK EXAMINER - Ballyhooly, November 6th, 1847

SIR – We have of late been perfectly well accustomed to the cry that is justly raised against Landlords and Agents. I have read of many of their severe acts and have been surprised at the number of poor families whose houses were thrown down and sent ……. Broad world to take care of themselves as well as they could. But within my recollection I have never seen extermination carried to such a frightful extent as that which took place at Castlebla, not two miles from this place about three weeks ago.

Before I give the names of those persons whose houses were thrown down, and the number of their families, I wish to make a few remarks. - The person to whom the rent is paid is John Courtenay, Esq., of Ballyedmond; and his Agent is a Mr. Campion of Bushy-Park. This good and liberal Agent visited Castlebla a few days ago, and told some of those who had the misfortune of living there that he hoped they would provide some other abode for future, and if not, that he would, on his next visit, throw down their hovels.

It would appear to any person who reads this, that those poor people who were treated with such severity have nothing to look to but the New Poor Law Bill which proposes the Poor-House as a test, but great indeed will their astonishment be, when they are informed that the old Committee have £81 (?) in Bank*. It is true that it is increasing there; but it is equally true that poverty and misery are daily and hourly increasing.

(2) (CE 17/11/1847) – TO THE EDITOR OF THE CORK EXAMINER - Bushy Park, Rathcormac, Nov. 16, 1847

SIR – I have been handed a paragraph from the Cork Examiner, dated the 6th inst., signed ‘An Observer,’ in regard of which I beg to lay before the public, through your paper, the following facts.

On the 2nd inst. I was at Castlebla, but did not desire any of the tenants there to leave their houses and provide others elsewhere. On the contrary, I informed one of the tenants that if he could show me that he could support his family and sow the land that spring, that, as I considered him an industrious man, I would not require him to pay any money until after next harvest, the same man owing near three years rent, 29th Sept. last, and holding over 30 acres of land.

As to the tenants turned out by ejectment they were the two widows Cahill, whose lease expired about Nov. 1846, by the demise of the last life in their leases. They refused to give up the land although repeatedly demanded. I went to them early last May, and offered them £50, and to allow them to take away any property they had and forgive them all rent due (amounting to more than 2 ½ years) on their giving up the farm, which was refused. An ejectment was therefore obliged to be served to get possession. A habere was obtained; I went to them, and begged of them not to oblige me to bring the Sheriff to put me in possession. I went there on the following Monday, met the friends of the widows Cahill and themselves, gave them the crops for £30 (which were worth about £80), which was about the expense Mr. Courtenay was put to by overholding possession – these were the only immediate tenants ejected on Mr. Courtenay’s property.

Three joint tenants, Alty, Horgan and Daly, who held another portion of the said lands of Castlebla, I had occasion to distrain last August; after which they came to me and offered me to give up their land provided I gave them what crops and stock they had, with liberty to throw their houses down and take the timber and thatch away. This I agreed to as they held near 70 acres, and had not value I think, for £20. The farm was nearly waste as most of the wheat and oat ground was not sown last season. They accordingly gave up the possession on the 13th September last, after being forgiven all rent (nearly 1 ½ years) and allowed to carry away all their effects.

Is it possible that any sober-minded person can think that tenants holding land without any means to stock or improve same, can serve the community at large (not even taking into consideration themselves) by leaving it to them. I, for one, will do all in my power to get solvent tenants in their places, and try and get employment going. I expect you will not refuse inserting this letter as justice to all parties. - I am, Sir, your obedient servant, - R. G. CAMPION

(3) (CE 19/1/1848) EVICTED TENANTRY-WASTE LANDS

The following petition, upon the subject of evictions, and the means of employing the farming population, afforded in the reclamation of wastes, has been forwarded to Mr. John O Connell for presentation, on which occasion the members for the county and city are requested to support its prayer: ---

To the Knights, Citizens and Burgesses in Parliament assembled.

The petition of the undersigned Farmers and Labourers, of the townland of Castlebla, barony of Fermoy, parish of Ballyhooly and county of Cork, Ireland,

HUMBLY SHEWETH---That we have been living for many years on the lands of Castlebla, above mentioned, some of us as tenant farmers of John Courtney, Esq., of Ballyedmond, in said county, and others as labourers of the same farmers.

That up to the time of the failure of the Potato crop, we punctually paid a rack-rent, and supported our families by honest industry. That Petitioners, in consequence of such failure were rendered unable to pay those rents with their usual punctuality, as was the case with all the neighbouring tenants of their class.

That the said John Courtney refused to treat Petitioners with such indulgence as was extended to the neighbouring tenants by their landlords, namely, the Earl of Listowel and Daniel Callaghan, Esq. M.P., but proceeded to the ejectment of Petitioners and their families, compromising 114 individuals.

That being naturally unwilling to leave the neighbourhood of our relations, friends, and neighbours, who rejoiced in our welfare and sympathised with us in our affliction, we refused to give up possession until put out by an habere, foolishly calculating that we ought to get a preference in the tenancy of the ground. That a portion of the ground for which we paid £65 yearly rent, is now let at a yearly rent of £50 without a fine, which shows that we paid for our holdings £15 more than should have been demanded of us, and for which, if we got credit, there would not be one farthing due, on the contrary, there would be a balance in our favour. That, notwithstanding, we have been thrown out and have now no other resource but to the workhouse. That the support of 114 individuals thus ejected, at 1s. 6d. each per week, would amount to the sum of £491 8s. in twelve months.

That the landlords and ratepayers of the electoral division in which we lived must pay nearly the entire of this sum, as Mr. Courtney (who happens to be a middleman) will divide his portion of the rate with the head landlord.

That the right claimed by landlords of "doing what they please with their own", is not absolute, unlimited and unconditional; but restricted by the right of others, as appears clearly illustrated in our case; for Lord Listowel, Mr. Dan Callaghan, and other landlords and ratepayers have a right to say that they should not be saddled with the expense of supporting Mr. Courtney's outcasts. What one landlord can legally do, every other is at liberty to do; and if all the landlords in Ireland availed themselves of their legal privilege, and turned adrift every tenant at will, or whose lease expired, what would be the consequence?

Your Petitioners humbly submit that, if such conduct became general, the best property in Ireland would not be worth a pin's purchase. We must therefore conclude, that though landlords might legally turn adrift their tenants to seek shelter where they might, it would be contrary to the best interests of society at large, and consequently against the interest of the Landlords themselves in the end.

That your Petitioners being aware that there are some millions of waste and unreclaimed land in Ireland, and that the owners are either unable or unwilling to reclaim the same, they humbly and respectfully suggest the expediency of purchasing these lands from the Proprietors, at their present value, for which purpose a short bill may be passed by Parliament, empowering the government to do so. That those waste-lands be divided into lots not less than 10 acres, and not exceeding thirty, and that they be disposed of or sold to private individuals, and to the Guardians of the poor-law Unions, on the condition that all able-bodied labourers requiring out-door relief be employed thereon, and that a clause be inserted in the bill to the effect, that every Landlord who evicted or dispossessed a tenant since the failure of the potato crop, be obliged to pay the Guardians of the Union Workhouse a sum equal to the support of each individual so ejected for the space of twelve months.

Your Petitioners being convinced, that the best interests of Society and of the Realm, will be consulted by giving reproductive employment to the agricultural population, many of us being able and willing to work for the support of our families, we humbly and earnestly entreat your Honourable House to devise such means of employment as will relieve the Landlords and Ratepayers from the burthen of our support, and your petitioners, as in duty bound, will ever pray.
